This quote comes from the autobiography of Captain Thomas Arnold (1822-1882), who was the Headmaster of Rugby School and a soldier in the British Army. He saw his pupil, the poet Matthew Arnold (1822-1888), while they were both serving in India and became a great admirer of his talent. He then went on to become the headmaster at Rugby School where he famously created a tradition of study and learning by rote memory, known as the "Arnold System." The system is still used at many schools today.
